ISO 17021 Conformity Assessment for Complete Audit and Certification of Management Systems

ISO / IEC 17021: 2011 contains principles and requirements for the competence, consistency and impartiality of the audit and certification of management systems of all the quality management systems of the types or management systems the environment and for bodies providing these activities. The certification bodies to ISO / IEC 17021: 2011 must not offer all types of management system certification.

Certification bodies that use the new ISO 17020 Manual will be able to ensure the appropriate audit teams with sufficient resources, as a result of a consistent process, and presentation of results of the audit of coherently. It will also help build trust between regulators, consumers, suppliers and other stakeholders that certificates issued by a certification body are indeed equivalent to those offered by another.

Audits and certification to management system standards is a major asset in international trade and essential to the long term health of the global economy. The certificates are widely used in global markets to establish trust between trading partners and between organizations and their customers, to qualify suppliers in supply chains, and as an obligation quote for supply contracts.

This standard provides rules for certification bodies and their auditors in the conduct of conformity assessment audits for the purposes of certification, such as ISO 9001. It has been criticized for diluting rules protecting ISO 9001 end users, while the requirements for the purpose of reducing the cost of operation to relax the certification bodies.

A host of new standards, which are considered parts of ISO/IEC 17020 Procedures, have been published in addition to the generic skills requirements of ISO / IEC 17021 for specific types of management systems. And these changes to the ISO / IEC 17021 are the following:

Audit work shift: A new requirement stipulates that the CB audit programs should consider the work of change of certified organizations. The activities that take place on all shifts should be considered in programs and audit plans. This can have an impact on the duration of the assessment.

Multiple management systems certification: A new requirement stipulates that at the certification of multiple management systems, ISO 17021 have adequate control on site to ensure confidence in the certification. This can have an impact on the duration of the assessment.

Extension of validity of certification: If the re-certification audit is not completed or major non-conformity, not tested by the expiration date, and cannot be recommended re-certification and validity of certification cannot be extended.

Verification of corrective action: If the certification body is unable to verify effective correction and corrective measures six months after a first check, another stage 2 audit must be performed.
