MPD 2021 to Promote Optimum Efficiency in its Infrastructures

In order to develop colossal physical infrastructure in L Zone Dwaraka, with roads, water and sanitation networks and transportation system, large investments are to be involved and this causes a lot of strain on the government.

The much hyped and the much awaited Delhi Master Plan, popularly known as MPD 2021 is topping the list of all home buyers and investment planners. It is being said that the residential projects coming up under the Master Plan will be a wonder. A number of core systems composed of strong transportation networks, infrastructures and environment based services will be integrated in these residential projects.In order to develop such colossal physical infrastructure with roads, water and sanitation networks and transportation system, large investments are to be involved and this causes a lot of strain on the government DDA land pooling policy as formulated under MPD2021. Department of Economic Affairs and the Ministry of Finance deliberated with the Delhi Government and decided to adopt the popular Public Private Partnership in Dwarka module as well those have been successfully adopted in many parts of the world. It is a way to increase access to infrastructure services for their citizens and economies at a reduced cost. It is also a great way for the public sector to transfer project based risks to the private sectors.

For sustainable prosperity of the national capital, the government is working with due care and caution in preparing the policies and some of the major pointers of PPP Module Delhi follow as:- 1. IDENTIFICATION: The first stage of the planning involved identification of lands that will undergo sectional development. The government discerned the prevalent land structure of the city and also recognized all the illegal housing areas for re-construction. The government finished the first course of planning successfully and divided Delhi NCR and formed 7 different zones- J (15,178 ha), K-I (5782 ha), K-II (6408 ha), L (24,840 ha), N (13,975 ha), P-I (9866 ha), P-II (8534 ha) 2. PROCUREMENT: The government after facing a lot of troubles in the procurement of the desired amount of land area decided to introduce the land pooling policy in the Master Plan. Land pooling policy was considered as the only solution for such huge obtainment. Under the land pooling policy, owners of small clumps of land can bring together their land for the growth of infrastructure and once the development process ends, the authority will redistribute the land after withholding some portion as compensation towards infrastructure costs. 3. Assessment: In a synergic fashion, the government will ideally assess all further undertakings of the project. The government will balance the regulatory requirements with the need to decrease defaults. This will be done to promote optimum performance and efficiency. Proper assessment of the project will provide a greater scope of intelligent and instrumentation of city’s core systems. 4. Development: The PPP module has evidently pooled in the private minds to draw the dream project into a reality and therefore, the real estate prodigies of the industry will bring the ambitious infrastructural development into effect. The development is said to provide accommodation to nearly 25 lakhs of citizens. 5.Monitoring: The whole project will be profoundly be monitored by Delhi Development Authority (DDA) who will ensure the smooth functioning of the project. The DDA will check and monitor international best practices that will be used in this grand housing endeavor.

All these measures adopted in developing L Zone as a smart city will bear fruitful solutions in terms of successful implementation of government’s policy
