The low maximum speed means that they are perfectly safe to use, although a safety helmet and knee and elbow pads might be desirable for added safety especially when you are just beginning to learn to ride. With some practice though, you could be spinning and jumping and doing ‘fakies’ with your hoverboard in no time.
