SEER is a mathematical formula to evaluate the ratio of the "total cooling done by an AC during a normal period of time" with "the total amount of energy it consumed within that duration of time". According to the latest standards set by the federal government of the USA, SEER rating for all AC and heaters that are manufactured today vary within 13 SEER to 24 SEER. Earlier in 1992, the minimum ratio was 10, which is now raised up to 13.
