Campaign against obscenity in Bhojpuri films, Songs and Orchestra Dances
Obscenity in Bhojpuri cinema, Songs and Orchestra dances has become an anathema for the people of Uttar Pradesh and Bihar; specially to the people of Purvanchal area of these states, and with no proper governmental or social control, it is on rise. Provisions of articles 292, 293 and 294 of IPC or related provisions in state police acts have failed to control this menace. Unfortunately there is no provision of any censorship for Bhojpuri songs or Cassettes. Even Censor Board has failed to come up with stricter guidelines while censoring Bhojpuri films. Everyone has failed to understand that Bhojpuri ares has been prone to obscenity since long; and experts say that a whole generation got degenerated in the whirlpool of this evil, and many more generations may be degenerated if proper precautions are not taken and harsher laws are not implemented.
It is proving to be a big cancer for the society.
Some main ill effects are as such–
- Dignity of women, their self respect, their place in family and society, their safety–all are being adversely affected. In these conditions it will be hard to fulfill constitutional provisions of equity, equality and liberty for women.
- All efforts in the direction of implementing Gender Justice, Gender Equality and Gender Sensitization are proving to be a mockery.
- Language and Literature, Arts and Culture, Values and Morality, Customs, Traditions and Rituals all are on wane.
- Our vast Cultural Heritage of Folk and Performing arts is in danger of being lost.
- Sexual violence against women is increasing.
- Increase of obscenity in rural ares may also be a factor in increased rural migration towards cities.
- This affects social reputation of all Bhojpuri People and people of Uttar Pradesh and Bihar.
Worst thing that could happen, has come in the shape of cheap Orchestra Dances and double meaning dialogues and songs, where every standards of a civic society are shattered. Orchestra Dances once limited to fairs and big functions; are now being organised in family gatherings and even in temple rituals. Leave adolescents and youngsters apart, even school going children are not spared: they keep repeating same acts, words and songs for a long time..
This scenario needs our urgent and immediate intervention.
As such, Purvanchal Vikas Pratishthan, a NGO working for the comprehensive and integral growth and development of Purvanchal has started a signature campaign on a memorandum to be given to Shri Adityanath Yogi, Chief Minister of Uttar Pradesh, and to Shri Nitish Kumar, Chief Minister of Bihar asking stricter punishment for those indulging in obscenity, by way of writing, singing, dancing or by way of arranging, recording or rganizing the programmes. Purvanchal Vikas Pratishthan also wants to involve Panchayats to onitor these programmes.It is advising law on the lines of Maharashtra Prohibition of Obscene Dance Act, 2016
Purvanchal Vikas Pratishthan is. forwarding these demands to Shri Rajnath Singh Ji, hn.. Home Minister of India and to Shri Rajyavardhan Singh Rathore, hon. Information and Broadcasting Minister of India ( to ask Censor Board to issue stricter guidelines for all films to be shone in obscenity prone areas).
The first signatories and supportes to the memorandum include Shri SwamiChinmayanand Saraswati, ex minister of state for home affairs and head of Parmarth Niketan Ashram of Haridwar; Shri Chandrakant Tripathi, ex urban development minister, Maharashtra, Shri Kripashankar Singh, ex minister of state for home affairs, Maharashtra and ex president of Mumbai Pradesh Congress Committee; Shrimati Vidya Thakur, minister of state for women and child development, Maharashtra; and senior journalist Shri Om Prakash, former editor of Nai Duniya newspaper, who was also associated with Dharmyugmagazine and Jansatta, Dainik Bhaskar and Dainik Jagrannewspapers.
