These are connected to the blower motors so that they can block some of the electrical current flowing to the motor. And once the current through the motor is reduced, it starts to rotate slower than before. More the resistance of the resistors connected to the motor, lesser will be the speed of the motor. So, in this way the resistors control the speed of the flow of hot air into the cabin.

The blower motor resistor does not last forever. Like other electrical components, it also becomes faulty. If the fan is not working at a certain speed setting, then probably the resistor might have got damaged. The damaged resistor would not allow the fan to work at certain setting.

If the resistor would become bad, then you would be able to run the motor at one, speed, that is the highest speed. Your car would not with speeds that would require more resistance.
Lack of hot air from the vents
If the hot air is not flowing through the vents, then the motor might be not working, probably the resistor has simply damaged.
Fan speed is inconsistent
The inconsistent fan speed is also the result of malfunctioning resistor.
