According to http://customs.gov.ph/wp-content/uploads/2017/10/BOC-Davao.pdf -- The collection of surplus of the Bureau of Customs Collection District in Davao City from the month of January up to august of year 2017 is 1.6B in PHP. The highest among all collection districts in the Philippines. Not bad! it is a lot of money for the government of the Philippines to be used for the construction and rehabilitation of projects such as: bridges, railways, roads, etc. But how did the BOC collects this vast amount of money? -- The answer is through duties and taxes computed from the imported and exported goods. Yes it is. importation and exportation is a very big help for the growth of the state.

What is importation and exportation in the Philippines? -- let's start with importation. importation is a process of bringing in goods from the foreign country into the Philippines. while exportation is a process of bringing out goods from the Philippines to any foreign country for the future sale. but the question is why do we need to import and export goods?-- well, aside from the construction and rehabilitation of government projects we use it for industrialization and promotion of local goods. we all know that Philippines is an agricultural country and way back many centuries ago we use agriculture for a living. since we do not have any other resources such as: metals, machinery, cements, etc. we buy it from the other country and imported it to us. that is why we can build more buildings for businesses, roads for faster delivery of products, bridges for cross city trades, etc.. we also earn dollars from exportation. we promote our local products such as: bananas, livestock, coconut oils, etc. and export it to the foreign country and earn foreign currencies. you can see that this two processes plays a big role in one country and the Bureau of Customs is the agency that is in-charge for it.

if you want to be part of the growth of the country I will encourage you to import/export some goods. but the question is "When does importation begins and deemed terminated"?-- According to Republic Act No. 10863 or the Customs Modernization and Tariff Act (CMTA) a modernized customs laws, rules and procedures, Chapter 2, Section 103. -- Importation begins when the carrying vessel or aircraft enters the Philippine territory with the intention to unload therein. Importation is deemed terminated when:

(a) The duties, taxes and other charges due upon the goods have been paid or secured to be paid at the port of entry unless the goods are free from duties, taxes and other charges and legal permit for withdrawal has been granted; or

(b) In case the goods are deemed free of duties, taxes and other charges, the goods have legally left the jurisdiction of the Bureau.

You must clear all the customs documentation and procedures for you to legally make a profit out of your imported goods. pay the duties and taxes for the permit of withdrawal and you are good to go. sounds easy, right? but how are you compute the duties and taxes out of the value of your goods?-- well I have a suggestion for you. you should hire a Licensed Customs Broker as your better half. they know how to classify the value of your goods, compute the duties and taxes, and process all the customs documentation and procedures. it will make your life so easy.
