New Rules Empower EU to Act Against Psychoactive Substances

In a bid to tackle the growing use of psychoactive substances, the European Parliament has empowered the European Commission with an enhanced system. Providing full support to the Commission’s plan to combat this danger, the European Parliament backed it by an overwhelming 507 votes in its last plenary session before the May 2014 elections. Psychoactive substances are chemical substances that imitate the effects of dangerous drugs, like ecstasy or cocaine.

In a bid to tackle the growing use of psychoactive substances, the European Parliament has empowered the European Commission with an enhanced system. Providing full support to the Commission’s plan to combat this danger, the European Parliament backed it by an overwhelming 507 votes in its last plenary session before the May 2014 elections. Psychoactive substances are chemical substances that imitate the effects of dangerous drugs, like ecstasy or cocaine.

In October 2011, the European Commission had outlined the need for a system that should enable it to act quickly to curb the sale of harmful psychoactive substances; a system that includes the possibility of temporary bans, as well as tackling their sale over the internet; new EU legislation to target cross-border trafficking in these drugs by means of criminal law; new EU laws to strengthen control over chemicals used for drugs production; and more effective rules to deprive drug traffickers of their financial gains.

In 2010, an EU study identified a record number of 41 such substances, up from 24 in 2009. In particular, youngsters are at great risk of being exposed to psychoactive substances that are usually marketed as legal drugs, often with serious consequences. The Parliament’s strong support shows that the need for immediate action on this issue has been recognized.
