Financial aid for the elderly?

While retirement pension is sometimes just enough to cover daily expenses, the costs of accommodation and dependency often increase with age. Here is an overview of existing financial aid for the elderly according to their situation.

  1. ASPA: Solidarity allowance for the elderly - Formerly Minimum Old Age, ASPA (Solidarity Allowance for the Elderly) is financial aid for seniors whose retirement is insufficient.It is paid to people aged 65 and over, residing in France. Means-tested, the allowance aims to provide a minimum income to allow the elderly to live decently.
  2. Disability PCH - The PCH (Disability Compensation Service) is paid by the department. It is intended for disabled elderly people under the age of 75 and whose disability has been diagnosed before the age of 60. It makes it possible to finance human and technical aid, as well as the adaptation of housing and the vehicle.It is personalized help according to the person's needs.
  3. The autonomy APA - APA (Personalized Autonomy Allowance) is the main financial aid allocated to dependent elderly people.
  • At home, she contributes to the expenses necessary to stay at home despite the loss of autonomy (meals, toiletries, technical aids, day care, mobility, etc.);
  • In an establishment, it finances part of the dependency tariff of the nursing home or the USLD.

Its amount depends on the needs of the beneficiary and his income.

To benefit from it, you must:

  • Be 60 years of age or over,
  • Be in a situation of loss of autonomy requiring daily help,
  • Have a GIR * between 1 and 4,
  • Reside in France, be in a regular stable situation for foreign

4. Housing aid - The APL (Personalized Housing Assistance) and the ALS (Social Housing Allowance) are intended to reduce the elderly person's housing costs to help him pay his rent, monthly loan repayments or the rate accommodation for a retirement home.

The APL is paid only if the accommodation is approved. If it is not approved by APL, it is possible to collect the ALS. Housing aid is requested from CAF (or MSA, if you are covered by this scheme).

5.Social assistance for accommodation - ASH (Social Housing Assistance) is for people aged 60 and over staying in a retirement home eligible for social assistance.

This aid is granted to the elderly who cannot pay the accommodation tariff of an Ehpad, USLD or the rent of a residence-autonomy (ex-home-accommodation), even by enforcing the maintenance obligation.

Note that in retirement homes, in addition to accommodation and outbuilding, the daily rate includes a care rate, for health care, which is part of the health insurance coverage.

Requirements:

  • To be over 65 years of age (or over 60 if recognized as unfit for work),
  • To reside in France, to be in a regular stable situation for foreigners,
  • To have resources below the amount of the costs of 'accommodation.

This aid is paid by the departmental council: the request must be made to the CCAS of your city.

6. Housing development assistance - If you are retired from the general scheme and you wish to carry out work to improve or adapt your accommodation in order to prevent the loss of autonomy (isolation, accessibility, health, etc.), your pension fund can grant you assistance fi-nancial.

However, you are not entitled to this aid if you receive APA, ACTP, PCH, MTP, widow's allowance, or if you are hospitalized at home.

7. Tax assistance -

For taxable persons

  • Tax reduction

It takes into account up to a maximum of € 2,500 per person for accommodation and long-term care expenses (after deduction of APA and housing assistance). Note: you must have dependency-related costs to benefit from the tax reduction (not just accommodation costs).

For non-taxable people - The Tax Credit

As of the taxation of income in 2017, you can benefit from a tax credit, if you use a home help service or if you directly employ a help home. The tax credit is equal to 50% of your annual expenses for home help (minus APA and other help).

8. Health-related expenses

Health insurance offers support systems for the health of people with limited resources.

CMU-C (Complementary Universal Health Coverage)This entitles you to 100% care without cost advance. To be eligible, you must have been in a stable and regular situation on French soil for more than three months, and have a monthly income below a fixed amount.

ACS (Aid for the payment of a complementary health insurance) It is an aid to the financing of an additional health cover for the people whose resources are weak, but slightly higher than the ceiling giving right to the CMU-C.
