The idea of building smart cities or high-end infrastructure cities augurs well for the fast changing urban dynamics in most of the Indian cities. The promise of lessening the pressure and burden on the present dispensation of infrastructure is a positive endorsement for modern urban planning and development. It sets up the necessary tone for prosperous and equitable cities where the value of life and the standard of living are appreciated by one and all.

Significant and Promised Infrastructure Benefits of Smart Cities

-Improved and paved road infrastructure

-Solid waste management systems

-Provision of clean water supply

-Construction of sewerage networks

-Availability of piped gas supply

-High capacity drainage networks

-Secure and improved street lighting

-Safe and secure pedestrian walks

-Network of improved signal systems

-Clean and accessible sanitation

-Enhanced security and protection systems and parameters

With significant plans to lift the overall standard and quality of life through these smart city services and infrastructure, the smart cities hope to be turned into Ansmart cities with higher aspirations and standards of living. These cities with higher and remarkable smart services will have a higher niche and decentralized form of self accountability and governance. Among the prominent issues and areas to be addressed for the functional operation of these cities are;

Prominent Issues to Address for Functional Operation of the Cities

-Lists of local bodies in the 11th and 12th schedules are reserved subject matter.

-Amendment of constitution especially in the 73rd and 74th schedules to enable their operation by transfer of executive power.

-Since it includes fiscal authority, Central Finance Commission, regional and local bodies to determine resource mobilization.

-Proper accountability norms and statistics of both income and expenditure must be published.

-Tax collections like GST to provide resources for implementing several programs in the city projects.

-Smart city projects to draft best models and measures to improve local urban bodies.

-Empower and transform urban bodies into future career options and attract best talent and work place traditions.

There are basic and fundamental responsibilities of urban local bodies in transition to providing first class facilities and infrastructure. But the premise and the plan for better and improved urban local bodies is a welcome step for the ever changing urban dynamics in growing cities with huge populations and vast cultures. This reality is already manifesting in some big Indian cities like Bangalore, Hyderabad and Ahmedabad. It is only natural that more cities will also aspire to this trend in the future.
