What is CGWB?

CGWB stands for "Central Ground Water Board". It is a national apex agency responsible for the provision of scientific inputs for the purpose of:

  1. Management
  2. Exploration
  3. Assessment
  4. augmentation
  5. Regulation,

Of the resources of groundwater. It falls under the Ministry of Water Resources. Cgwb is a scientific organization that constitutes the following:

  1. Hydrogeologists
  2. Geophysicists
  3. Chemists
  4. Hydrologists
  5. Hydro meteorologists
  6. Engineers
  • Establishment of CGWB

After the Exploratory Tube wells, The organization was renamed which fell under the umbrella of the Ministry of Agriculture, the Government of India, the Central Ground Water Board came into existence in the year 1970. In 1972, it was integrated with the Ground Water Wing of the Geological Survey of India.

CGWB holds its headquarter in the state of Haryana at Bhujal Bhawan, NH-4(Faridabad).

  • Wings of CGWB

A chairman heads the CGWB. The Board's administrative and financial matters are handled by the Director (Administration) and the Finance & Accounting Officer (FAO). It comprises of 4 wings namely:

  1. Sustainable Management & Liaison (SML)
  2. Survey, Assessment & Monitoring (SAM)
  3. Exploratory Drilling & Materials Management (ED&MM)
  4. Water Quality & Training and Technology Transfer (WQ&TT).
  • Constitution of board

The Board consists of 18 Regional Offices, each headed by a Regional Director, with the assistance of 17 Engineering Divisions and 11 State Unit Offices for different field activities.

Numerous activities pertaining to regulation of groundwater development in the country is being taken care by the Central Ground Water Authority (CGWA), constituted under the Environmental (Protection) Act, 1986.

  • Activities undertaken by CGWB

The Central Ground Water Board's main operations comprise of:

  1. macro/micro-level groundwater management research
  2. exploratory drilling program
  3. Groundwater levels monitoring
  4. Water quality check
  5. introduction of Artificial Recharge Demonstrative Schemes
  6. Rainwater harvesting induced recharge augmentation.

The Board shall carry out a systematic evaluation of the country's replenishable groundwater resources together with the government agencies of the state government concerned. To complement these operations, remote sensing, geophysical research & studies pertaining to GIS and groundwater modeling studies are carried out.

Numerous studies are also taken up by the Board on various facets of the groundwater industry namely:

  1. Depletion of groundwater
  2. Ingress of seawater
  3. Contamination of groundwater
  4. Surface & groundwater conjunctive use,
  5. Maintaining water balance

Different activities related to conservation of water and maintaining judicious use of groundwater is being organized by the board. A scientific basis for water resource planning by stakeholders is provided by data produced from various studies occupied by CGWB.

In addition to advising the States and other user agencies on groundwater resource planning and management, the Central Ground Water Board also provides various stakeholders with technical know-how for scientific groundwater research, development, and management. Further regular publication of the scientific reports are published by the Board. The publication carried out is focused on the data produced through different investigations for dissemination to the stakeholders. This is inclusive of the following:

  1. Hydrogeological reports of State and District
  2. Year books and Atlases pertaining to groundwater
  3. User maps and resources for groundwater users on different aspects of management of groundwater.

It can be concluded that CGWB constitutes an apex body that works in the direction of developing strategies and methods using scientific inputs in order to manage groundwater resources.
