1. HMDA HMDA stands for Hyderabad Metropolitan Development Authority. It was set up for the purpose of planning, coordination, supervising, promoting, and securing the planned development of the Hyderabad Metropolitan Region. HMDA limits cover only Hyderabad.

1.1. Primary functions of HMDA
To prepare the Metropolitan Development and Investment Plan, revise the plan, and prioritize the implementation of the said plan.
To undertake the execution of projects and schemes as per said plan and through an action plan for any sector or area of the metropolitan region.
To coordinate the development activities of various bodies that are connected with the Hyderabad Metropolitan region.
To supervise the execution of all the projects and schemes, the expenses of which will be taken up from the Metropolitan Development Fund.
To manage the Hyderabad Metropolitan Development Fund and allocate finances for amenities and infrastructure facilities
To monitor and exercise financial control over the budgetary allocations

To create and manage the Hyderabad Metropolitan Land Development Bank and take up land acquisition every year for uses like township and infrastructure development.
Has the power to allocate lands to local bodies and agencies for the development of amenities and infrastructure facilities.
Has the power to approve the land acquisition proposals to local authorities, departments, and agencies within its jurisdiction.
Can enter into contracts or agreements with anybody for the better performance of its functions
Has the power to acquire any movable or immovable property by any means permissible under law.
It can exercise or perform any other function as per the direction of the government.
2. DTCP DTCP stands for Directorate of Town and Country Planning. This department looks after planning and development in urban and rural areas of the country and each state has a DTCP for the state. This development takes place through Master Plans prepared by the method of Master Plans and Indicative Land use Plans. DTCP also prepares Mandal Headquarters Development Plans. The planned development is carried out through approval of layouts and by regulating building rules and zoning regulations and also the approval of industrial institutions. DTCP has two distinct functions – one under the urban front and the other on the rural front.
2.1. Functions of DTCP
DTCP assists the government in all Town and Country Planning matters as well as coordinating with various departments.
The department monitors various schemes that involve area planning and development, environmental improvement schemes.
Above all the department provides technical assistance to various departments involved in planning and development.
DTCP offers technical remarks to the Government on matters like a change of land use proposals, alienation of lands, and any relaxation of rules.
DTCP can achieve a reasonable level of development in urban centers and growth centers of rural areas.
It can suggest and implement layouts regulating the industries and other buildings as per the norms.
It also implements various schemes like Environmental Improvement Schemes, Remunerative Schemes, and Road Widening Schemes at various levels.
