Some charter companies limit the number of passengers the jets can carry, while others allow you to put more passengers on the flight as long as those passengers all meet the requirements. In the case of a one-way flight, you might be better off allowing each passenger to bring their carry-on luggage rather than having everyone chip in with their carry-on. It can help keep overall costs down, as you might otherwise have to pay per item for it.
