Civil Project Management Basics

The USACE is a division of Central Contractor Services (CCS). The division handles all matters of the Corps of Engineers civil engineering projects under the building and general investigations Appropriated Claims. As required, also offer management support to the various other components of this civil engineering program - Operations and Maintenance, Emergency Management, Public Health and Safety, and Construction estimating and permitting. In essence, the USACE is responsible for managing the whole project flow.
Civil Project Management is a branch within the USACE responsible for overall project management. Civil Project Management in Smeaton Grange includes the preparation, coordination, and execution of the project's engineering requirements. Within the scope of its responsibilities, the project manager ensures that the project meets the applicable statutory and regulatory requirements. The project manager also ensures that the project is on schedule and within budget.
The requirements of each project are defined and coordinated with the knowledge and skills of the project management staff. To achieve these goals, the project manager not only has the skill and experience but also possesses specific project management skills and tools such as Appropriate Claims and Reviews, project scheduling and material management, and resource management. It is necessary for each project to have a manager or supervisor who has these necessary skills. Most often, the project manager will be one of several specially trained individuals from within the USACE who possess specific project management knowledge. This can be a field based employee, or it could be an external specialist hired by the company.
There are two types of project management: full service and contract management. A full service project management firm will generally focus on large projects. A contract management firm will specialize in contracts and multi-program contract activities. These firms also tend to focus on less complex or medium sized projects. Many companies utilize both types of firms for their projects. However, there are advantages and disadvantages to both methods of project management.
For a more intensive type of contract management, there is the option of having a project team to manage it. This team may consist of both employees of the company and outside specialists, who have been contracted out by the company. This option gives the company more control over the project, but the downside is that there is a reduction in staff. It is also more expensive to hire a contract management company for a larger project.
A good method of contracting out the project management is to institute an on-call construction management team. This type of team is usually made up of two to four people who are highly specialized in their field. They are usually employed full time, but there are opportunities for part time work as well. This works best for a company with several contractors, or a contractor who wants to reduce his overhead costs while increasing productivity. On-call contractors are especially useful for remote projects and can get down to business immediately.
The main advantage of on-call contract management is that it can take care of any problems that may occur as the project is underway. In addition, on-call workers know the ins and outs of every aspect of a civil project. They will also be familiar with the best times of day to complete certain tasks, reducing the amount of time that a second team member or the project manager must spend looking for these tasks. The workers are available to take a day off when necessary, saving the company money on man hours.
Once a project is under way, a company can turn to one of several project management software packages. These programs automate much of the process that previously took contractors and staff member's hours of research and mundane paperwork. Most software companies offer a wide range of project management options, from basic accounts receivable and invoice processing to full accounting and inventory control. They also provide reporting and optimization tools. Many allow third parties to integrate their software with their existing systems, which means that the software can automatically send invoices to vendors, manage inventory, track customer service history, and generate reports. Contractors can also save money by eliminating the need to outsource these functions.
