What is Canadian Experience Class (CEC)?

Canadian Experience Class (CEC) is basically an immigration program that permits an individual to immigrate permanently who has worked in Canada for at least one year. CEC is basically a segment of Canada's Express Entry immigration system.

The Canadian government recognizes the deep pool of talented workers already working in Canada, and who wish to become permanent residents. These are the persons who have set down their foot and made plans for the future in Canada.

Canada Experience Class Advantages:

For any Canadian Experience Class candidates there are three distinct advantages, and only one possible disadvantage, under Express Entry.

Advantages:

  1. Any Canadian Experience Class candidates having minimum 1 year of Canadian work experience. This is a highly-valued factor for CRS as it increases the CRS points.
  2. Under Canadian Experience Class the applications get processed quickly, often within three to four months, as the required documentation is minimal.

3. Seekers under the Canadian Experience Class are not needed to show proof of funds like that of Fswc and Fstccandidates.

Canadian Experience Class Eligibility Criteria

CEC applicants must:

  1. Need to have minimum 12 months of full-time (or an equivalent in part-time) skilled work experience in Canada within the last 3 years. The experience must have been obtained while on a valid work permit and needs to be in one or more occupations classified as skill type 0, A, or B under the National Occupational Classification (NOC). One year of experience can be gained in two different NOC codes, so long as they are skilled positions and the work experience is legal.
  2. Has a plan on living outside the province of Quebec; and
  3. Fulfills the needed language levels required for the job per language ability (reading, speaking, listening, and writing). These levels are mentioned in the table below and should be proven through taking an approved language test.

Please note, work experience acquired through self-employment and work experience gained whereas a full-time student is not eligible under CEC.

CEC candidates may take any of the following IRCC-approved language tests:

  • CELPIP-General (English)
  • IELTS-General (English)
  • TEF (French)
  • TCF (French)

Candidates who validate language ability in both English and French can obtain additional points under the CRS.

How to Apply for Canadian Experience Class?

Let’s have a look at the process — from getting to Canada as a worker, to getting your Permanent Resident (PR) card.

Step 1. Obtain a Canadian work permit.

Possessing the right to work in Canada is an important requirement under this program. For some candidates, such as those eligible under the International Experience Canada (IEC) program or the spouse/common-law partner of an international student or foreign worker in Canada, an open work permit may be an option. For the rest, an employer-specific (‘closed’) work permit may be issued. Examples of closed work permits are those issued with a positive Labour Market Impact Assessment (LMIA) and Intra-Company transfers.

Step 2: Complete a year of work in Canada

Even eleven-and-a-half months will not be enough — you need at least a year of work experience (or more, if part-time) so as to be eligible under the Canadian Experience Class.

Step 3: Ensure you meet other eligibility criteria

Candidate needs to get their language test done. For English, candidates may take the IELTS or CELPIP test and for French, the TEF and TCF are the currently available options. Candidates with some ability in both English and French can be awarded extra points for ability in their second language.

Step 4: Create an Express Entry profile

All the steps are completed on the IRCC website. You will be required to offer some personal information, some of which is self-declared (like your work history), and some of which should be accompanied with documentation (like your proof of language ability).

Step 5: Improve your profile and ranking under the CRS

One common reason why candidates applying for Canadian Experience Class never receive an invitation to apply is because they haven’t taken the additional step of providing proof of their level of education. While Federal Skilled Worker candidates have to prove their education, Candidates applying for Canadian Experience Class do not have to offer this.

But, through not providing proof of their level of education, CEC candidates could be left up to 250 CRS points behind — up to 150 points for the education level itself, additional up to 100 points in combination with Canadian work experience and/or language ability.

An applicant who finished their studies outside Canada could be awarded these points through obtaining an Educational Credential Assessment (ECA). Candidates applying for Canadian Experience Class must get an ECA or upload proof of their Canadian education credential so as to increase their chances of being invited to apply for permanent residence.

There are certain other potential ways to increase your ranking, like completing additional work experience or checking if you are eligible under one of the Express Entry-aligned Provincial Nominee Program streams, specifically those in the province in which the candidate worked. Candidates experience and skills could be in demand in the province, and so there could be an extra 600-point bonus waiting for the candidate.

Step 6: Receive an invitation to apply

This is a step that brings the most joy, as it allows the candidate and their family, if applicable, to submit an application for permanent residence. From this instance, the candidate will have 60 days to submit a complete application. ITAs are issued after IRCC conducts one of its draws from the Express Entry pool.

In case the candidates work permit is about to expire within the next four months, the candidate may even apply for a Bridging Open Work Permit in order that the candidate could continue working throughout the rest of the process (though your work permit application can only be submitted once the candidate has submitted their permanent residence application for CEC).
