Generally, getting a Canadian work permit is a two-step process. In the majority of cases, applicants will initially need a job offer before applying for a Canadian work permit.
Step 1
In the large majority of cases, the initial step towards getting a Canadian work permit is to apply for a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC). Generally, the Canadian employer should carry out domestic recruitment efforts and show that no Canadian permanent residents or citizens are qualified for the position available.
Step 2
Once a positive LMIA has been issued, the applicant can apply for a Canadian work permit accordingly.
Work permits are employer-specific until a worker has an open work permit. In case a worker wants to change employers, they should get a new Work Permit before doing another job in Canada. Canadian work permits are also limited in duration.

Work Permit DurationAll Canadian work permits have an expiry date. The only way to work in Canada permanently, or for an non-specific period of time, is to get permanent resident status.
The Canadian government places restrictions on the duration of Canadian work permits and the accumulated period of time that non-Canadians can work in Canada. The overall number of months individuals may work in Canada - whether worked continuously or with intervals between permits is 48, or 4 years total.
At the time the maximum of four years of work has been accumulated, foreign workers must leave Canada and stay outside the country for minimum 48 months (4 years) prior to being eligible to work in Canada again.
Open Work Permit CanadaAn open work Permit varies from a regular work permit as it does not specify a particular job or employer. Usually, the job and employer are both referred on Canadian Work Permits, hence limiting the holder to those conditions while in Canada. An Open Work Permit permits its holder to work for any Canadian employer, in nearly any capacity.
Open Work Permits do not require the applicant to have either an employment offer or a positive Labour Market Impact Assessment (LMIA).
As per Canadian immigration regulations, Open Work Permits may be applied for by:
- Spouses or common-law partners of temporary foreign workers in a level 0, A or B occupation, as per the National Occupation Classification (NOC);
- The spouses or common law partners of foreign students engaged in the full-time study;
- International students who have recently graduated from a Canadian post-secondary institution
