A Chartered Professional Engineer is an engineer who has been registered via Engineering New Zealand (the non-profit organization with the registration authority). To attain this status, you have to complete an assessment to demonstrate that you can handle complicated engineering issues requiring advanced and expert knowledge as in the Chartered Member class.
The difference lies in the fact that CPEng NZ has to show the country-specific technical experience and be evaluated again at least every 6 years. Using the CPEng assessment, you can show that you fulfill international criteria, which allows you to travel overseas to work.
