Unified Carrier Registration (UCR)

What is ucr registration?

The Unified Carrier Registration(UCR) is a federally mandated program that replaces the Single State Registration System(SSRS). The UCR Act states that individuals or companies involved in interstate travel must pay annual UCR registration taxes based on the total number of vehicles in their fleet. The UCR registration fees are a major source of revenue supporting safety programs and USDOT officer training.

Most interstate carriers are required to register and pay fees annually under the unified Carrier Registration(UCR) Agreement before operating. This is done by filing a UCR application with the state your company is based. If your company is based in a non-UCR state, you’ll need to file with a neighboring state.

Who can file UCR?

Annual UCR registration is required for any Motor Carrier, Broker, Leasing Company, or Freight Forwarder that operates a Commercial vehicle weighing in excess of 10,000 pounds, placarded amounts of hazardous materials, or transporting more than 10 passengers(including driver) across interstate lines. Motor Carriers based in Canada, Mexico, or any other country that operate in interstate or international commerce in the United States, are also subject to the unified Carrier Registration(UCR) Agreement.

Due date and fee structure of UCR registration 2022

UCR registration fees filing dates for 2022 registration are October 1, 2022, through December 31, 2022. If you miss the deadline, the registration fee is still due, and you may be subjected to state penalties.

What Are Subject to Unified Carrier Registration (UCR)?

If you have commercial vehicles that operate in interstate (across state lines) commerce, over 10,000 pounds, regardless of the type of vehicle registration or type of operation, you are required to have a USDOT number. You are also subject to the UCR registration program. For Idaho, this program is administered by the Idaho Transportation Department (ITD), Motor Carrier Services section.

What is a Commercial Motor Vehicle?

"Commercial motor vehicle" is defined as a "commercial motor vehicle" is described as a self-propelled car (power units, only) that is used on roads in commerce primarily for transporting cargo or passengers when the vehicle has a gross vehicle weight rating or a gross vehicle weight of no less than 10,001 pounds, or higher and is built to carry more than 10 persons including the driver or is used for transporting dangerous materials in a volume that require placarding.
