Are you going fishing in Mexico on a boat?

In that case, all passengers — regardless of age or whether or not they plan to fish — will be required to have valid fishing licenses in their possession at all times. If the Mexican Navy boards your vessel and finds that you do not have a valid license, you will be subject to fines.

How to buy your fishing license?
  1. Fill out this short form.
  2. Pay the full amount online. You can pay using Visa or Mastercard.
  3. Print your fishing license.

Note: To get the link to download and print your Mexican fishing license, you need to disable any popup blockers that you have installed on your smartphone or computer. Additionally, notify your bank that you will be making foreign transactions since the bank’s system will lock you out of your account if you make more than three attempts to process payments.

Other ways to get your license:
  • Stop by the Comisión Nacional de Acuacultura y Pesca (CONAPESCA) office in San Diego.
  • Stop by the local bait and tackle shops.
  • Visit the offices of state tourism in Baja: Tijuana, Rosarito, Ensenada, San Felipe, and San Quintín.
How much does a Mexican fishing license cost?

Approximate costs of fishing licenses in USD as of June 2021 are:

  • Day license: USD 12.28
  • Week license: USD 24.15
  • Month license: USD 34.00
  • Year license: USD 43.86

The prices listed here are subject to change without prior notice.

Remember that a Mexican fishing license only allows you to catch finfish. You cannot catch any crustaceans or mollusks (except squid) — turtles, totoaba, and marine mammals are all protected species under the care of the Ministry, so please keep these species protected.

When fishing for bottom-feeding fish, you are only allowed to use a maximum of four hooks on a single vertical line. The only fisherman permitted to use electric reels are those with a disability and who have received prior written authorization from the Ministry.

Don’t forget to buy Mexico boat liability insurance!

Before you set sail for your next fishing trip in Mexico, you should make sure that you have Hull Insurance and Mexico Boat Liability Insurance. When it comes to your boat or other watercraft, hull insurance will cover damage made to it and/or theft of the vessel. On the other hand, Mexican boat liability insurance will cover civil liability for property damage and/or bodily harm caused to third parties, in addition to providing legal assistance.

Although hull insurance is not mandatory, the Mexican government requires that every boat that sails in Mexican waters be able to produce proof of valid Mexican boat liability insurance. Your boat while in Mexico might be held financially responsible for damages it causes to other vessels, docks, marinas, or even people if you do not have Mexican Boat Insurance, and you may suffer harsh repercussions such as fines, impoundment, and/or imprisonment.
