The Base Category of BC PNP Entrepreneur Stream

BC PNP offers two immigration programs namely-

  1. BC PNP Skills Immigration
  2. BC PNP Entrepreneur Immigration

The Entrepreneur Immigration stream of the BC Provincial Nominee Program (BC PNP) provides experienced entrepreneurs with the opportunity to immigrate to Canada and settle in British Columbia.

The entrepreneurial streams provide opportunities for wealthy individuals with business management experience, as well as wealthy foreign companies aiming to expand their business

Nominated applicants will eventually receive a provincial nomination from British Columbia, which will support applications for Canadian permanent residence.

Categories under BC PNP Entrepreneurial Stream

  1. Base Category- Designed for experienced entrepreneurs who aim to start a new business or take over and grow an existing business in British Columbia.
  2. Regional Pilot- This category is in collaboration with regional communities and aims to attract entrepreneurs to participate with the communities. This helps in establishing new businesses that align with the communities' economic development priorities.
  3. Strategic Projects: This category helps global firms to open a subsidiary or branch office in British Columbia that is strategically aligned with their core business.

British Columbia is an appealing place to start a new business or manage an existing one. All because of its favorable investment policies, competitive tax regime, and world-class quality of life.

Base Category Requirements

Personal Requirements- The below-mentioned points discuss the required personal net worth, language proficiency, business and work experience, investments, and education.

  • Net worth ($600,000)- The applicant must disclose their entire personal net worth, including all assets, as well as any liabilities, such as mortgages and personal debts.
  • Language Proficiency (CLB 4)- The candidate must have basic English or French language proficiency in all four competencies (listening, speaking, reading, and writing) equivalent to Canadian Language Benchmark (CLB) level 4 or higher.
  • Experience- The applicant must have a minimum of-
  1. 3+ years of experience as an active business owner/manager

OR

  1. 4+ years of experience as a senior manager.
  2. OR

A minimum of 1-year experience as an active business owner/manager and a minimum of 2 years’ experience as a senior manager.

  • Investment ($200,000)- Within 20 months of arriving in B.C. on a valid work permit, the applicant must make an eligible personal investment of at least $200,000 in the proposed business. An applicant’s personal net worth must be used to fund the $200,000 minimum eligible personal investment.
  • Education- The -applicant must have a minimum education with-
  1. a postsecondary qualification such as a degree, diploma, or certificate from a licensed post-secondary institution.

OR

  1. 3 or more years of experience as an active business owner/manager with 100 percent ownership of the business.

Business Requirements- The BC PNP considers registrations for establishing a new business or purchasing and improving an existing business that contributes to the provincial economic growth. The proposed business must be run with the primary goal of making money by selling goods and/or providing services.

  • Business Eligibility-
  1. Partnerships- The applicant must identify if there are any partnerships in the proposed business and the added percentage of each partner(s) must be 100%.
  2. Purchasing an existing business- In the application, an individual must specify the specific target business; and the business must have been operated by the applicant for at least five years.
  3. Equity- An applicant must show that they will own at least one-third (33%) of the company in British Columbia. The candidate must also invest at least $1 million in equity if the proposed ownership is less than 33%.

  • Franchises- Franchises are considered eligible businesses if an applicant can show that the proposed franchise is well-established (i.e., with the ability to expand, a growing financial track record, and at least five years in operation). If a candidate plans to open a new franchise location or buy an existing franchise, they must make sure to get a disclosure document from the franchisor before they decide to invest.

Scoring Guide

This program’s registration scores are based on self-attested and business factors. Applicants must meet the minimum for each category to enter the selection pool. The total scores of a candidate determine whether or not an applicant will receive an Invitation to Apply (ITA) under BC PNP.

200 being the maximum available score, the points table is divided into 2 categories mentioned below-

  1. Self-Declared Scores.
  2. Business Concept Scores.

Self-Declared Maximum Scores

  • Experience & Ownership- 24 Points
  • Net Worth- 12 Points
  • Total Personal Investment- 20 Points
  • Jobs- 20 Points
  • Regional District- 12 Points
  • Adaptability- 32 Points

All the above-mentioned categories have a subtotal score of 120 Points

Business Concept Scores

  • Commercial Viability- 30 Points
  • Transferability of Skills- 20 Points
  • Economic Benefits- 30 Points

All the above-mentioned categories have a subtotal score of 80 points
