The problem was that Diablo 2 hadn't had enough. It saw the highest level of D2R Items concurrent play on the Wednesday of Australian time--after almost the entire week of constant log-in issues and crashes.
Blizzard affirms it had "a handful of hundreds of thousands number of people playing in just one region alone"--which could either be quite a lot or fairly normal, based on how Blizzard's servers define regions. (A few hundred thousand would be a huge feat for the example of Australia.
If it's the definition of a "region" such as one like the United States, not so much, but if that area was only a tiny portion in the United States, then maybe it would be. The blog post doesn't specify the exact location of the "region. )According to the developers.
One of the major issues which is the root of all this is the way that Diablo 2 handles core pieces of player behavior. Although Vicarious Visions updated the original D2 code as they could, a significant portion of the work was keeping the code that worked.

"We have improved the performance of this service in many ways to keep up with technologically advanced technologies, but as we previously mentioned that a large portion of our issues are due to games being created."
There's currently a variety of solutions for the short-term and plans to overhaul Diablo 2's design so that it's more scalable for modern demand. The service that provides a list of games to players, for instance is currently being broken into a service that is its own.
Which was fine, up to the point at which it stopped beginning to expand.
