Currently, APHIS has insufficient personnel to provide adequate oversight at existing APHIS-operated facilities. These facilities must comply with all environmental quality standards and have a space and equipment for safe inspection of horses. In addition, APHIS must be notified of any suspected illness of a horse in the facility. APHIS representatives must be physically present at the facility to monitor the import quarantine operations. APHIS representatives must have a place to prepare samples, conduct examinations, and store supplies.

APHIS should consider providing funding for State animal health officials to provide health inspection services at horse quarantine facilities. This would help to prevent disease from spreading through third-party vectors.
