Ontario Workforce Priority Stream 2026: What Canada PR Applicants Should Know

Ontario has introduced the Ontario Workforce Priority Stream, a new pathway under the Ontario Immigrant Nominee Program for eligible foreign workers with qualifying job offers and eligible self-employed physicians. The Expression of Interest portal opened on August 4, 2026, marking an important change in Ontario’s provincial immigration system.

What Is the Ontario Workforce Priority Stream?

The new stream is designed to help Ontario attract workers who can contribute to the province’s labour market. It provides pathways for eligible job offers across all NOC TEER categories, subject to the requirements of the specific pathway. A separate pathway is available for eligible self-employed physicians who can apply without a job offer.

The program is part of Ontario’s 2026 OINP redesign, which aims to streamline immigration pathways for people with arranged employment and help employers retain talent in hard-to-fill positions.

Who May Be Eligible?

The stream has different requirements depending on the applicant’s pathway.

For the TEER 0–3 pathway, applicants generally need a full-time and permanent job offer in Ontario, qualifying work experience, language proficiency and post-secondary education. The work-experience requirement can vary depending on whether the applicant is a recent Ontario graduate, has experience in the offered position, or has qualifying experience in the relevant NOC occupation.

The TEER 4–5 pathway is also available for eligible workers with a full-time and permanent Ontario job offer. Applicants generally need qualifying work experience, language proficiency and at least a Canadian secondary school diploma or equivalent.

Opportunity for Self-Employed Physicians

One distinctive feature of the new program is its pathway for self-employed physicians. Eligible physicians may apply without an Ontario job offer if they meet specific requirements.

Among other criteria, applicants must be members in good standing with the College of Physicians and Surgeons of Ontario, hold an eligible registration certificate and be eligible to bill through the Ontario Health Insurance Plan.

How Does the EOI Process Work?

For candidates applying with a job offer, the employer starts the process by submitting the position through Ontario’s Employer Portal. The applicant then receives a job offer ID and must register an EOI within 30 calendar days of the employer submitting the job offer.

Registering an EOI does not guarantee an invitation or nomination. Candidates who receive an invitation must submit the required application and supporting documents within the applicable deadlines.

Documents Applicants Should Prepare

Applicants may need documents such as identity records, education documents, language test results, work-history evidence, pay slips, a résumé, licensing documents and information supporting the EOI selection factors.

Providing accurate and complete information is important because the information in the EOI must be supported during the application process.

Why This Matters for Canada PR

For eligible foreign workers, an Ontario nomination could provide an important route toward Canadian permanent residence. However, an Ontario nomination does not itself guarantee PR. The federal government remains responsible for the final permanent residence decision.

The new stream therefore gives qualified applicants another pathway to consider, particularly those who already have a qualifying Ontario employment opportunity.
