The two tubes are pressed together, forming a tight fit between them. The outer tube has 3 lobe formations pressed into it that creates a chamber between the inner and outer tube. Typically these parts are used in tractor-trailer type trucks as a component of the automatic transmission and work similar to a rotating hydraulic manifold.
