Will Smart Cities Go the SEZ Way in India, Starting with Fanfare but did not succeed

Prime Minister Narendra Modi’s ambitious plan of 100 smart cities is not easy. Rupees 100 crores is to allocated to selected states under the scheme, but to get this finding first they need to be evaluated on how they have used the JNNURM (Jawaharlal Nehru National Urban Renewal Mission) scheme- the reforms and projects achieved and completed, some other criteria of assessment include operational online grievance redressal systems, monthly e-newsletters and payment of salaries to employees of their urban bodies on time.

The selected states for whom the 100 crore funding will be allocated will be assessed on a score of 100 where they will be rated on the basis of household sanitary latrines, an online grievance redressal system, responses to complainants, electronic project-wise municipal budget, expenditure report for the last two financial years, total collector of revenues inform of taxes free and charges salaries paid to employees of when local bodies.

It is because of this precise reason that at the most 20 cities will be shortlisted in the first year. The remaining cities will have to go back and work on their proposal and come back next year. Also, unlike JNNURM where money was allocated to all states in case of smart cities states will be complete for the funds.

The JNNURM program was launched by former Prime Minister Manmohan Singh in 2015 for a period of server years and was aimed at improving the quality of infrastructure across cities in India; it was extended for two years from April 2012 to March 2014. AMRUT is the new avatar of JNNURM named by former Prime Minister Atal Bihari Vajpayee.

Selection Process for Smart Cities

  • Letter will be issued to all state governments to all state governments to shortlist potential smart cities (probably by July 31, 2015).
  • Based on the response from state and union territories, the list of potential 100 smart cities will be announced (approximately by August 4, 2015).
  • Each named smart city in the list will draft a proposal assisted by ministry of urban development and an external agency for guidance, the state will be given there to from months to prepare their proposals.
  • After the proposal is submitted the panel of experts will begin their evaluation.
  • The names of selected cities will be declared after evaluation of proposals.
  • Selected cities set up special purpose vehicle.
  • Cities whose names were not then in the first list start working to improve their proposal for the next round.
  • Funding for the selected smart cities will start around January 2016.

Types of plan for selected smart cities-

Based on the proposal of each shortlisted city then would be retrofitting, redevelopment or Greenfield model or an essential pan-city feature with smart solutions.

Retrofitting:

Retrofitting will introduce planning in an existing built up area in a way that it achieves smart city objectives to make the existing area more efficient.

Redevelopment:

Redevelopment will effect a replacement of the existing environment of the city and enable co-creation of a new layout with enhanced infrastructure using land use and increased density.

Greenfield Development:

Greenfield development will have most of its smart solutions done in a vacant area (more than 250 acres) using innovative ideas, financing and tools with provision for affordable housing for the poor. Greenfield developments are required in cities with expanding population.

Pan-City Development:

Pan-City development encompasses the application of selected smart solutions to the existing city wide infrastructure; application of smart solutions will include the use of technology data to make infrastructure and services better like applying intelligent traffic system and applying them in the transport sector to make is better, waste water recycling and smart meters to make a substantial change in the water management system making the city a smart place to live in.
