The demand for single-parent surrogacy in Ukraine has grown in recent years as more individuals choose to build families independently. Ukraine is widely known for its structured and legally secure surrogacy programs, but it is important to understand that these programs are designed with strict eligibility criteria.

If you are a single intended parent, Ukraine may seem attractive due to its affordability and legal clarity. However, the reality is that single parent surrogacy is not permitted under Ukrainian law, and there are no exceptions to this rule.

This guide explains the legal position and provides practical international alternatives where single parents can legally pursue surrogacy.

Is Single Parent Surrogacy Allowed in Ukraine?

The answer is no.

Ukrainian surrogacy laws are clear and restrictive when it comes to eligibility. Surrogacy is legally permitted only under the following conditions:

  • Intended parents must be a heterosexual married couple

  • A valid marriage certificate is required

  • There must be a medical indication of infertility

  • At least one parent must have a genetic connection to the child

These legal requirements automatically exclude:

  • Single men

  • Single women

  • LGBTQ+ individuals

  • Unmarried couples
