It the breaker is on, the issue could be that the circulator relay or thermostat is damaged.

The next thing is to check the temperature gauge or pressure gauge on your boiler. Assuming that the circulator is working properly, the problem could be your pressure or temperature gauge. If you can see a red line and the temperature or pressure reading is above zero, but below the red line reading, this is okay. So if you notice that the gauge is reading properly, there could be a different problem. Perhaps the system has allowed entry of air, especially, if it uses manual air eliminators. So you could visit your local plumbing & heating services provider to get an automatic float eliminator.

What if the temperature and pressure readings are too low? There could be an issue with your vent damper. Ensure that the vent damper is open and that the inducer fan is operating properly. If you find that the damper is open and the fan is not working, try to shut the breaker to the unit. Give it about five minutes and then turn it on again. If nothing changes, the root of the crisis could be your aquastat or boiler control.
