The Express Entry System is the most popular immigration pathway among skilled workers who wish to attain permanent residence (PR) in Canada. Aspirants must file an Expression of Interest (EOI) for one of the three streams under this program. Eligible registrants are allocated Canada PR points out of 1200 based on the selection factors of the Comprehensive Ranking System, and ranked in the EOI pool according to their score.

Only the highest-ranking candidates – who meet the minimum point requirement or ‘cut-off’ – are invited to apply for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC), through regular rounds of invitations. Within 60 days of receiving the invitation, candidates must submit a complete application – including forms, supporting documents and Canada PR Visa fees – to IRCC.

The cut-off is determined by the IRCC, and changes with every invitation round. Since May 2019, the cut-off has been ranging between 460 and 470 points, or higher. Candidates who are unable to meet the prevailing cut-off must attempt to increase their points score, in the following ways:

  • Reappearing for the English or French language proficiency test, and achieving a higher band in the four test components, can significantly increase the score. This is one of the most basic Canada PR requirements, which has a major impact on the overall point score.
  • Achieving a higher academic qualification can increase the score, since points are awarded for the highest qualification obtained. The higher the qualification, more are the points available.
  • Obtaining at least one year of work experience in Canada, in one’s primary occupation, allows the applicant to gain more points under human capital factors, as well as skills transferability factors.
  • If the applicant has a spouse or common-law-partner who will be accompanying them to Canada, the applicant can gain points for their partner’s Canadian work experience, language skills, and level of education.
  • Applicants can also avail points for fulfilling certain additional factors, such as:
  • Having a sibling who is a Canadian permanent resident or citizen
  • Demonstrating sufficient French language skills
  • Completing an academic qualification from a post-secondary institution in Canada
  • Possessing a valid job offer from a Canadian employer
  • Provincial nomination

Before submitting an EOI, candidates must estimate their anticipated point score and accordingly determine the chances of success in the process. Ultimately, exploring all available options and gaining more Canada PR points enhances the probability of receiving an Invitation to Apply from IRCC – and eventually obtaining permanent resident status.
