New NOC System effective to Apply for Canada PR Visa

The new NOC - National Occupation Classification system is now operational to apply for Canada PR Visa. This has been confirmed by Immigration, Refugees, and Citizenship Canada. The latest system of NOC will alter the manner in which work experience is considered by IRCC. This is a crucial thing that needs to be noted by immigration applicants.

The TEER categories of the latest NOC system will replace the previous skill type categories of the NOC system:

0 Skill Type

TEER 0

A Skill Type

TEER 1

B Skill Type

TEER 2

B Skill Type

TEER 3

C Skill Type

TEER 4

D Skill Type

TEER 5

Eligibility criteria for Express Entry updated by IRCC

The eligibility criteria for the Express Entry System have been revised by IRCC in accordance with the latest TEER System of NOC 2021. This is applicable for all three economic immigration programs:

  • The Canadian Experience Class - CEC
  • The Federal Skilled Worker Program - FSWP
  • The Federal Skilled Trades Program - FSTP

The changes will also affect the language proficiency levels measured through CLB - Canadian Language Benchmark. The eligibility for and of occupations is also all set to be changed with the transition to the TEER system.

16 New occupations will become eligible for Express Entry under the TEER system. Meanwhile, 3 occupations will also become ineligible. The occupations that will become ineligible will continue to qualify under broader eligibility criteria for occupations like specific streams under PNPs - Provincial Nominee Programs.

FSWP Selection Factors and CRS points score

The adoption of the latest TEER system for NOC will also influence the points allocated for selection factors under the FSWP. The points allocated for arranged employment under the CRS - Comprehensive Ranking System will also be according to the new classification of skill level/type.

The points received by candidates will remain unaltered after the implementation of the new NOC system. This is if their skill level/type according to the NOC 2016 classification corresponds suitably to the latest TEER classification.

Guidelines to be followed by Immigration applicants

Based on the stage that is applicable for the immigration process of the applicants, they are required to initiate diverse actions as specified by the IRCC.

  • Candidates who have not yet created their profile in Express Entry by November 2022 have to identify and select the code of their occupation in compliance with NOC 2021 while submitting their profile
  • Candidates who have created a profile already but are yet to receive the ITA - Invitation to Apply have to suitably update their profile. They have to alter or add their TEER stream and 5-digit occupation code according to the NOC 2021 on the website of ESDC - Employment and Social Development Canada.
  • Candidates who have received the ITA prior to November 2022 have to file their application in Express Entry by using the 2016 NOC and NOC code received while creating a profile

Overview of National Occupational Classification 2021

The former skill types under NOC will now be replaced with TEER streams. A few occupations can be shifted to another skill category while B Skill level occupations can become TEER 3 or TEER 2 occupations.

For instance, ‘0’ Skill type occupations are Managerial positions that are now categorized as 0 TEER. The occupations include jobs in Marketing, Advertising, Public Relations, and Finance.

  • A’ Skill level occupations are those that normally need a degree from a University. They are now categorized as 1 TEER. Occupations under 2 TEER need a College Degree or Diploma or 2 plus years of experience such as Lab Technologists or Technicians.

TEER 3 occupations like Bakers and Dental Assistants also need education at the college level or apprenticeship. 6 plus months of OJT or On-job training may also be needed.

IRCC has published a complete list that is immensely helpful for finding out the categorization of occupations according to the latest classification.
